Kenneth Wagner, Chief of Police

Kenneth Wagner is the Clay County District Schools inaugural Chief of Police. Wagner comes to Clay County District Schools with over 20 years of law enforcement experience with the Clay County Sheriff’s Office. Most recently, Wagner has led the School Resource Officer Program within the District for many years. While serving with the Clay County Sheriff’s Office, he was promoted to Sergeant in 2006. He was promoted again in 2009, this time to the rank of Lieutenant. During his tenure as a Clay County Sheriff’s Office Lieutenant, Wagner’s duties have spanned the agency, including patrol, Internal Affairs, Training Unit Commander, Mobile Field Force Commander and Detective.

Chief Wagner has over 1,450 hours of advanced law enforcement training. His areas of training include Homicide, FEMA Incident Command, Crisis Intervention, Internal Affairs, Emergency Response to Terrorism, Community Oriented Policing, Mental Health First Aid, CPR/First Aid, FDLE Professional Compliance Law Enforcement Firearms Instructor and School Resource Officer.

Chief Wagner has earned recognition for his work within the community. He has actively participated in events with Special Olympics, as a coach and unified partner with Special Olympics athletes, competing in Bocce. Chief Wagner is an active member in his community and enjoys volunteering.

Mark Romano, Lieutenant 

Lieutenant Mark Romano is one of the Clay County District Schools watch commanders. Lt. Romano comes to the Clay County District Schools Police Department with over 20 years of combined law enforcement experience with the St. Lucie County Sheriff’s Office and the Clay County Sheriff’s Office. Lieutenant Romano has earned a Bachelor of Science Degree in Criminal Justice from Liberty University. Lieutenant Romano has also served his country in the United States Army as an Infantryman where he learned leadership skills, team building, tactics and air assault operations.

Lieutenant Romano has over 750 hours of advanced law enforcement training. His areas of training include, ICS 100, 200, 300, 400, 700, ICS 0962 Planning Section Chief, Organized Crimes, Narcotics Identification and Investigation, Line Supervision, Field Training Officer, Law Enforcement Instructor, Vehicle Operations Instructor, School Resource Officer, Interviews and Interrogations, Advanced Active Shooter Incident Management, Street Gangs Identification and Investigation, Florida Gang Investigators Association Gang Specialist, G.R.E.A.T. Instructor, Precision Immobilization Techniques Instructor, REID Techniques, Crisis Intervention, Emergency Response to Terrorism, Mental Health First Aid, CPR/First Aid.

Victor Pacheco, Lieutenant

Lieutenant Victor M. Pacheco III, has over 28 years of Law Enforcement experience. He started his law enforcement career in the United States Navy. After serving 6 years in the Navy, he continued his law enforcement career with the Jacksonville Sheriff's Office(JSO), Jacksonville, Florida. During his over 25 years with the JSO, he has served as a Patrol Officer, Field Training Officer, Crisis Intervention Officer, Narcotics Detective, Police Bicycle Unit Officer, Street Crimes Task Force member, Special Weapons Assault Team member, and promoted to the positions of Police Sergeant, and then Police Lieutenant. After retiring from the JSO as a Lieutenant in October 2020, he immediately joined the Clay County District Schools Police Department (CCDSPD). Lt. Pacheco now serves as the North District Commander and the Departments Training Lieutenant.   

Lt. Pacheco has a Bachelor of Science Degree in Workforce Education and Development from Southern Illinois University. In addition, he possesses numerous law enforcement instructor, leadership, and emergency management certifications.

Sergeant Thomas Dunlap

Sgt. Dunlap serves as the Clay County District Schools Police Department’s North District - Sector 2 supervisor. Sgt. Dunlap supervises 10 officers within his sector. Sgt. Dunlap has 15 years of combined law enforcement experience.

bledsoe

Sergeant Jack Bledsoe

Sgt. Bledsoe serves as the Clay County District Schools Police Department’s North District - Sector 1 supervisor. Sgt. Bledsoe supervises 10 officers within his sector. Sgt. Bledsoe has 12 years of combined law enforcement experience. Sgt. Bledsoe also served his country in the United States Air Force and the National Guard prior to starting his law enforcement career.

Sergeant Sarah Taylor 

Sgt. Taylor serves as the Clay County District Schools Police Department’s South District - Sector 3 supervisor. Sgt. Taylor supervises 10 officers within her sector. Sgt. Taylor has over 15 years of combined law enforcement experience. Sgt. Taylor also holds a Bachelor’s degree in Homeland Security.

Sergeant Jacob Saunders

Sgt. Saunders is the Clay County District Schools Police Department’s South District – Sector 4 supervisor. Sgt. Saunders supervises 11 officers within his district. Sgt. Saunders has over 17 years of combined law enforcement experience. Sgt. Saunders holds a Bachelor’s degree in Public Safety Management and a Master’s degree in Emergency and Disaster Management.
